         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Finance  
         Subcommittee on Articles IV and V was held on Tuesday, March  
         24, 1998, in the Capitol Extension, Room E1.028, Austin,  
         Texas.

              The Chair called the meeting to order at 10:35 a.m.   
         There being a quorum present, the following business was  
         transacted. 
          
              Chairman Wentworth called invited panelist Andrea Claire  
         of the State Auditor's office to brief committee members on  
         the performance-based budgeting survey results. 
          
              The Chair called representatives from select Article V  
         agencies, the Department of Criminal Justice and the  
         Department of Public Safety, to answer questions of the  
         committee regarding committee charges.  Invited witnesses  
         appeared as follows: 
          
         Wayne Scott, Executive Director of the Department of Criminal  
         Justice, provided oral and written testimony. 
          
         David McNutt, Director of Financial Services at the Department  
         of Criminal Justice, provided oral testimony.  
          
         Carl Reynolds, General Counsel for the Department of Criminal  
         Justice, provided oral testimony. 
          
         Colonel Dudley M. Thomas, Director of the Department of Public  
         Safety, provided oral and written testimony. 
  
         Lieutenant Colonel Thomas A. Davis, Jr., Assistant Director of  
         the Department of Public Safety, provided oral testimony. 
          
         Tom Haas, Chief of Finance at the Department of Public Safety,  
         provided oral testimony. 
          
              There being no further business, at 11:55 a.m., Chairman  
         Wentworth announced that the Senate Interim Finance  
         Subcommittee on Articles IV and V would stand recessed subject  
         to the call of the Chair.  Without objection, it was so  
         ordered.
