Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Texas Integrated Enrollment and
Services (TIES) Joint Legislative Oversight Committee was held
on Wednesday, March 25, 1998 in the County Administration
Building located at 411 Elm Street, Dallas, Texas.

Chairman Ratliff called the meeting to order at 10:00 a.m.
The following business was transacted.
The following members arrived after the roll was called:
None.
The Chair called on representatives from the TIES Project, and
representatives from participating agencies, to provide an
overview of the proposed TIES Plan. Issues discussed
included: overall implementation of the plan; cost benefit
analysis; the role of local organizations; automated system
and staff transition; training; and technology
recommendations. Witnesses appeared as follows:
Mike McKinney, representing the Health and Human Services
Commission, provided oral and written testimony.
Eric Bost, representing the Department of Human Services,
provided oral testimony.
Gerald F. McKimmey, representing the TIES Project,
provided oral and written testimony.
Gordon Taylor, representing the Health and Human Services
Commission, provided oral testimony.
Judi Rosen, representing the Department of Human
Services, provided oral testimony.
Johnie McHugh, Texas Workforce Commission, registered as
a resource witness, but did not testify.

Jane Metzinger, representing the Greater Dallas Community
of Churches and Hunger Task Force, provided oral

The committee recessed at 11:45 a.m. and reconvened at 1:00

Refugee Coalition, provided written testimony only.
There being no further business, at 2:20 p.m. Senator Carona
announced that the Committee would stand recessed subject to
the call of the Chair. Without objection, it was so ordered.
