Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Texas Integrated Enrollment and
Services Joint Legislative Oversight Committee was held on
Tuesday, April 7, 1998 in El Paso, Texas.

Chairman Ratliff called the meeting to order at 9:00 a.m. The
following business was transacted.
The following guests were recognized by Chairman Ratliff to
provide opening remarks:
Senator Eliot Shapleigh, representing Senatorial District
29, El Paso;
Dr. Diana Natalicio, representing The University of Texas
at El Paso; and
Manny Romero, representing State Representative Norma
Chavez, House District 76, El Paso.
The Chair called on representatives from the TIES Project, and
representatives from participating agencies, to provide an
overview of the proposed TIES Plan. Issues discussed
included: overall implementation of the plan; cost benefit
analysis; the role of local organizations; automated system
and staff transition; training, and technology
recommendations. Witnesses appeared as follows:
Eric Bost, representing the Department of Human Services,
provided oral testimony.
Gerald McKimmey, representing the Health and Human
Services Commission, provided oral testimony.
Mary Beckman, representing EDS, registered as a resource
witness, but did not testify.
Jacquelyn McDonald, representing the TIES Project,
registered as a resource witness, but did not testify.
Johnie McHugh, representing the Texas Workforce
Commission, registered as a resource witness, but did not
testify.
Debra Stabeno, representing the Texas Department of
Health, registered as a resource witness, but did not
testify.
Gordon Taylor, representing the Health and Human Services
Commission and TIES Project, registered as a resources
witness, but did not testify.
The Chair recognized the following witnesses to provide public
testimony on the TIES plan:

Fund, provided oral and written testimony.
William Beardall, representing the Texas Appleseed
Advocacy Fund, provided oral testimony.

Health WIC, provided oral testimony.

oral testimony.
Michael R. Wyatt, representing the Low-income El Pasoans,
provided oral testimony.
Sandy New, representing Frente Trabajador Agricola,
provided oral testimony.
Angie Briones-Sosa, representing Paso del Norte Public
Policy Institute, provided oral and written testimony.
Patrick Bresette, representing the Center for Public
Policy Priorities, provided oral and written testimony.
Ted Melina Raab, representing the Texas State Employees
Union, provided oral testimony.
Yolanda M. Griego, representing the Texas State Employees
Union, provided oral testimony.
Judy Lugo, representing the Texas State Employees Union,

Project, provided oral testimony.
There being no further business, at 11:45 a.m. Senator Ratliff
announced that the Committee would stand recessed subject to
the call of the Chair. Without objection, it was so ordered.
