Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Interim Senate Finance
Subcommittee on Articles I, VI and VII Agencies was held on
Tuesday, April 28, 1998 in the Capitol Extension, Room E1.036,
at Austin, Texas.

Chairman Barrientos called the meeting to order at 10:00 a.m.
The following business was transacted.
The following members arrived after the roll was called:
none.
Following opening remarks, the Chair called on representatives
from Article VII agencies to provide testimony and answer
questions of the committee regarding the interim committee
charges. (All agencies submitted written comments prior to
the hearing.) Invited witnesses appeared as follows:
Linda Cloud, representing the Texas Lottery Commission,
provided oral and written testimony.
Billy Atkins, representing the Texas Lottery Commission,
provided oral testimony.
John Hill, representing the Texas Lottery Commission,
provided oral testimony.
Kimberly Kiplin, representing the Texas Lottery
Commission, provided oral testimony.
Harriet Miers, representing the Texas Lottery Commission,
provided oral testimony.
Anthony Sadberry, representing the Texas Lottery
Commission, provided oral testimony.
Debra McLeod, representing the Texas Lottery Commission,
registered as a resource witness but did not testify.
Toni Smith, representing the Texas Lottery Commission,
registered as a resource witness but did not testify.
Rick Thrasher, representing the Texas Department of
Economic Development, provided oral and written
testimony.
Lane Lanford, representing the Texas Department of
Economic Development, provided oral testimony.
Robin Abbott, representing the Texas Department of
Economic Development, provided oral testimony.
Larry Paul Manley, representing the Texas Department of
Housing and Community Affairs, provided oral and written
testimony.
Ruth Cedillo, representing the Texas Department of
Housing and Community Affairs, provided oral testimony.
Bill Dully, representing the Texas Department of Housing
and Community Affairs, registered as a resource witness
but did not testify.
Mike Sheridan, representing the Texas Workforce
Commission, provided oral and written testimony.
Joe Adams, representing the Texas Workforce Commission,

Diane Rath, representing the Texas Workforce Commission,
provided oral testimony.
Jerry R. Hill, representing the Texas Workforce

The Chair asked whether there was anyone present to provide
public testimony on any Article I, VI or VII agency. There
was no one present who wished to provide public testimony.
There being no further business, at 4:00 p.m., Chairman
Barrientos announced that the Committee would stand recessed
until 10:00 a.m., Wednesday, April 29, 1998. Without
objection, it was so ordered.
