Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Jurisprudence was held on Monday, March 17, 1997 in the Senate
Chamber at Austin, Texas.

The Chair called the meeting to order awaiting a quorum at
2:00 pm.
The Chair laid out SB 711 and recognized the author, Senator
Harris, to explain the bill.
The Chair moved that SB 711 be left pending to await a quorum;
without objection it was so ordered.
The Chair laid out SB 287 and recognized the author, Senator
Haywood, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
The roll was called all members being present, the following
business was transacted.
Upon arrival of the quorum Senator Harris sent up Committee
Amendment 1 and moved adoption; without objection, the
amendment was adopted.
Senator Harris moved that SB 287, as amended, be reported back
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 7 ayes, 0 nays, 0
present not voting, and 0 absent. Senator Harris requested
unanimous consent to certify the bill for Local & Uncontested
Calendar; without objection, it was so ordered.
The Chair laid out SB 884 and recognized the author, Senator
Harris, to explain the bill.

Senator Harris moved that SB 808, as amended, not be reported
back to the Senate with the recommendation that it do not pass

Senator Wentworth made a substitute motion that SB 808, as
amended, be reported back to the Senate with the
recommendation that it do pass and be printed.
Senator Wentworth withdrew his substitute motion, and Senator
Harris made a substitute motion that SB 808, as amended, be
left pending. Without objection, it was so ordered.
Senator Wentworth requested unanimous consent to be shown
voting aye on 711, 754, 884, and 902; without objection, it
was so ordered.
At 3:24 pm Senator Cain assumed the chair.

Senator Harris sent up Committee Amendment 1 and moved

do pass and be printed. The motion carried with a vote of 5
ayes, 0 nays, 0 present not voting, and 2 absent.
There being no further business, at 4:00 pm Senator Ellis
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
