         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Jurisprudence was held on Wednesday, April 22, 1998 in the  
         Library Building, 201 N. Ector, Euless, TX.

         The Chair called the meeting to order at 1:10 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator David Cain 
          
         Richard A. Lewis, representing Mangelsdorf, Lewis & Davidson,  
         Inc., testified regarding what defines a structured  
         settlement. 
          
         John Jeffries, representing American General Life Insurance  
         Co., testified on the tax implications of structured  
         settlements and the sale of structured settlements. 
          
         Joe Mullis, representing Ringler Associates, Inc., testified  
         on Senate Bill 883, pertaining to attorney - client  
         relationships in structured settlements, from the 75th  
         legislative session. 
          
         Josephine M. Grillo, representing self, testified in favor of  
         Senate Bill 883. 
          
         Craig Sullivan, representing self, testified in favor of  
         Senate Bill 883. 
          
         Hartley Hampton, representing the Texas Trial Lawyers  
         Association, testified on Senate Bill 883. 
          
         Neil C. Johnson, representing Johnson Settlement Resources,  
         testified in favor of Senate Bill 883. 
          
         Senator Ellis announced the next meeting of the Senate  
         Jurisprudence Committee would be in San Antonio and/or Fort  
         Worth. 
          
         There being no further business, at 2:56 pm Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
