         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on State Affairs 
         was held on Tuesday, February 25, 1997 in the Senate Chamber at 
         Austin, Texas.

         The Chair called the meeting to order at 2:05 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  None
         
         The Chair laid out SB 343 and recognized the author, Senator 
         Harris, to explain the bill.  
         
         Witnesses testifying and registering on the bill are shown on 
         the attached list.  
         
         Senator Nixon sent up CSSB 343 and moved adoption, without 
         objection, the committee substitute was adopted.
         
         
         Senator Nixon moved that CSSB 343 be reported favorably to the 
         full Senate with the recommendation that it do pass and be 
         printed. 
          
         The motion carried with a vote of 9 ayes, 0 nays, 0 present not 
         voting, and 4 absent.  
         
         Senators Cain, Luna and Shapiro requested unanimous consent to 
         be shown voting aye on CSSB 343.  There being no objection, the 
         motion prevailed.
         
         At 2:10 pm Senator Nixon assumed the chair.  
         
         The Chair laid out SB 173 and SJR 12 and recognized the author, 
         Senator Patterson, to explain the bill.  
         
         Witnesses testifying and registering on the bills are shown on 
         the attached list.  
         
         The Chair laid out SB 210 and SJR 13 and recognized the author, 
         Senator Harris, to explain the bill. Witnesses testifying and 
         registering on the bill are shown on the attached list. 
         
 
         





         At 4:10 pm Senator Armbrister resumed the chair.  
          
         Senator Nixon sent up CSSB 210 and CSSJR 13 and moved adoption, 
         without objection, the committee substitutes were adopted.
         
         At 4:45 pm Senator Nixon assumed the chair.  
         
         Testimony was closed on SB 173, SB 210, CSSB 210 and CSSJR 13.
         
         At 4:55 pm Senator Armbrister resumed the chair.  
         
         Senator Armbrister moved that SB 173, SB 210, SJR 12 and SJR 13 
         be left pending; without objection, it was so ordered.
         
         The Chair laid out SB 214 and SJR 14 and recognized the author, 
         Senator Nixon, to explain the bill.  Witnesses testifying and 
         registering on the bill are shown on the attached list.  
         
         Senator Nixon sent up CSSB 214 and CSSJR 14 and moved adoption, 
         without objection, the committee substitutes were adopted.  
         
         Senator Armbrister moved that CSSB 214 and CSSJR 14 be left 
         pending; without objection, it was so ordered.
         
         No action was taken on SB 107 and SB 255.
         
         There being no further business, at 5:30 pm Senator Armbrister 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
