         Pursuant to suspension of Senate Rule 11.11, a public hearing  
         of the Subcommittee on SB 371 was held on Tuesday, April 29,  
         1997 in the Senate Chamber at Austin, Texas.

         MEMBERS PRESENT:                         
         Senator Mario Gallegos, Jr., Chair 
         Senator David Cain                       
         Senator Florence Shapiro                 
                                                  
                                      ***** 
          
         The Chair, called the meeting to order at 11:50 am. There  
         being a quorum present, the following business was transacted.   
          
         The Chair laid out the Committee Substitute to SB 371.   
         Senator Cain moved that the vote by which the Committee  
         Substitute was adopted be reconsidered; without objection, the  
         vote was reconsidered. 
          
         Senator Cain then moved that the Committee Substitute for SB  
         371, as amended be withdrawn; there being no objection, the  
         Committee Substitute was withdrawn. 
          
         Senator Shapiro laid out the  new Committee Substitute and  
         moved its adoption.  There being no objection, the Committee  
         Substitute was adopted. 
          
         Senator Cain moved that the Subcommittee report back to the  
         full Committee with the recommendation that S.B. 371, as  
         substituted, do pass and be reported to the full Senate.  The  
         motion carried with a vote of 3 ayes, 0 nays, 0 present not  
         voting, and 0 absent. 
          
         There being no further business, at 11:55 am, Senator  
         Gallegos, Jr. moved that the Subcommittee be adjourned.   
         Without objection, it was so ordered.
