Pursuant to a notice posted in accordance with Senate Rule
11.11, a meeting of the Senate Committee on Nominations was
held on Monday, February 3, 1997 in the Capitol Extension,
Room E1.016, at Austin, Texas.

Senator Shapiro, the Acting Chair, called the meeting to order
at 2:05 pm. There being a quorum present, the following
business was transacted.
The Chairman laid out the names of the nominees for the State
Bar of Texas.
The Chairman introduced nominee, Cynthia Cabaza, Romeo Lopez,
and Geraldine Mauthe.
Senator Zaffirini introduced nominee, Romeo Lopez.
Senator Ratliff introduced nominee, Cynthia Cabaza.
At 2:36 p.m., Senator Brown moved to consider and report to
the Senate with the recommendation that the nominees of the
State Bar of Texas be confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 1 absent.
The Chairman laid out the name of the nominee for the Chief
Administrative Law Judge, State Office of Administrative Law
Hearings.
Senator Barrientos introduced nominee, Sheila Bailey Taylor.
At 2:45 p.m., Senator Brown moved to consider and report to
the Senate with the recommendation that the nominee of the
Chief Administrative Law Judge, State Office of Administrative
Law Hearings be confirmed.
Senator Gallegos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 1 absent.
The Chairman laid out the name of the nominee for the
Judicial Districts Board.
Senator Barrientos introduced nominee, Alberto R. Gonzales.
At 2:51p.m., Senator Barrientos moved to consider and report
to the Senate with the recommendation that the nominee of the
Judicial Districts Board be confirmed.
Senator Brown seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 1 absent.
At 2:54p.m., Senator Barrientos moved to consider and report
to the Senate with the recommendation that the nominees of the
State Commission on Judicial Conduct, Texas Judicial Council,
Commission on Uniform State Laws, Justice of the 4th Court of
Appeals in Bexar County, Justice of the 7th District Court of
Appeals, Presiding Judge of the 2nd Administrative Judicial
Region, Presiding Judge of the 4th Administrative Judicial
Region, Judge of the 282nd Judicial District Court in Dallas
County, Judge of the 283rd Judicial District in Dallas County,
Judge of the 296th Judicial District Court in Collin County,
Judge of the 301st Judicial District Court in Dallas County,
and Judge of the 317th District Court in Jefferson County be
confirmed.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 1 absent.
There being no further business, at 2:55 p.m. Senator Shapiro
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
