Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Monday, February 24, 1997 in the Capitol
Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 2:05 pm. There being
a quorum present, the following business was transacted.
The Chairman laid out the name of the nominee for the
Commissioner of Insurance.
Senator Barrientos introduced nominee, Elton Bomer.
At 2:20 pm, Senator Brown moved to consider and report to the
Senate with the recommendation that the nominee for the
Commissioner of Insurance be confirmed.
Senator Barrientos seconded the motion.
The Chairman asked the Committee Members for unanimous consent
to show Senator Shapiro as voting aye. There being no
objection, Senator Shapiro was shown voting aye.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chairman laid out the name of the nominee for the Public
Counsel for the Office of Public Insurance Counsel.
Senator Barrientos introduced nominee, Roderick Bordelon, Jr.
At 2:30 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominee of the
Public Counsel for the Office of Public Insurance Counsel be
confirmed.
Senator Barrientos seconded the motion.
The Chairman asked the Committee Members for unanimous consent
to show Senator Shapiro as voting aye. There being no
objection, Senator Shapiro was shown voting aye.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chairman laid out the name of the nominee for the Public
Counsel of the Office of Public Utility Counsel.
Senator Barrientos introduced nominee, Suzi McClellan.
At 2:35 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominee of the
Public Counsel for the of the Office of Public Utility Counsel
be confirmed.
Senator Barrientos seconded the motion.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chairman laid out the names of the nominees to the Texas
Parks and Wildlife Commission.
Senator Lindsay introduced nominee, Carol Dinkins.
Senator Moncrief introduced nominee, John Avila, Jr.
Senator Bivins introduced nominee, Ernest Angelo, Jr.
At 3:00 pm, Senator Brown moved to consider and report to the
Senate with the recommendation that the nominees to the Texas
Parks and Wildlife Commission be confirmed.
Senator Nixon seconded the motion.
The Chairman asked the Committee Members for unanimous consent
to show Senator Shapiro as voting aye. There being no
objection, Senator Shapiro was shown voting aye.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 3:01 pm, Senator Brown moved to consider and report to the
Senate with the recommendation that the nominees to the Texas
Commission on the Arts, Battleship Texas Advisory Board,
Family Practice Residency Advisory Committee, State Committee
of Examiners in the Fitting and Dispensing of Hearing
Instruments, Texas Incentive and Productivity Commission,
Judge of the 230th Judicial District Court, Harris County,
Texas State Board of Examiners of Marriage and Family
Therapists, Texas National Guard and Armory Board, Texas
National Research Laboratory Commission, Texas Advisory Board
of Occupational Therapy Examiners, State Board of Examiners of
Perfusionists, Executive Council of Physical Therapy and
Occupational Therapy Examiners, State Board of Physical
Therapy Examiners, School Land Board, and State Seed and Plant
Board be confirmed.
Senator Nixon seconded the motion.
The Chairman asked the Committee Members for unanimous consent
to show Senators Shapiro and Barrientos as voting aye. There
being no objection, Senators Shapiro and Barrientos were shown
voting aye.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
There being no further business, at 3:02 pm Senator Madla
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
