Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Monday, March 24, 1997 in the Capitol Extension,
Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 2:05 pm. There being
a quorum present, the following business was transacted.
The Chair laid out the names of the nominees for the
Department of Protective and Regulatory Services.
Senator Brown introduced nominee, Catherine C. Mosbacher.
Senator Lucio introduced nominee, Richard S. Hoffman.
The Chair laid out the names of the nominees for the Texas
Board of Human Services.
Senators Gallegos and Ellis introduced nominee, Bill Jones.
The Chair introduced nominee, Elizabeth D. Seale.
The Chair laid out the names of the nominees to the Texas
Board of Private Investigators and Private Security Agencies.
Senator Shapiro introduced nominee, Jim G. Bray.
Senator Bivins introduced nominee, Jess A. Thomason.
Senator Harris introduced nominee, Ben C. Nix.
Senator Truan introduced nominee, George B. Craig.
Per the request of Senator Brown, the Chair asked the
Committee Members for unanimous consent to show nominee,
Matthew Washington waived from appearing before the Committee.
There being no objection, Matthew Washington was waived from
appearing before the Committee.
The Chair laid out the name of the of the nominee for the
State Board of Barber Examiners.
The Chair introduced nominee, William Kuykendall.
The Chair laid out the name of the nominee to the Fire
Fighters' Pension Commissioner.
The Chair introduced nominee, Helen L. Campbell.
There being no further business, at 3:20 pm Senator Madla
moved that the Committee stand recessed until 4:00 pm.
Without objection, it was so ordered.
The Senate Committee on Nominations reconvened at 4:05 pm.
Witnesses testifying and registering on the Texas Health Care
Information Council are shown on the attached list.
At 4:05 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominee for the
State Board of Barber Examiners be confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:05 pm, Senator Haywood moved to consider and report to
the Senate with the recommendation that the nominees for the
Texas Board of Human Services be confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:06 pm, Senator Shapiro moved to consider and report to
the Senate with the recommendation that the nominees for the
Texas Board of Private Investigators and Private Security
Agencies be confirmed.
Senator Nixon seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:12 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominee for the
Fire Fighters' Pension Commissioner be confirmed.
Senator Barrientos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:15 pm, Senator Gallegos moved to consider and report to
the Senate with the recommendation that the nominees for the
Department of Protective and Regulatory Services be confirmed.
Senator Barrientos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:15 pm, Senator Haywood moved to consider and report to
the Senate with the recommendation that the nominees for the
Egg Marketing Advisory Board, State Board of Nurse Examiners,
Texas Board of Professional Land Surveying, Texas State Board
of Examiners of Psychologists, Purchasing From People With
Disabilities, Texas Veterans Commission, Veterans Land Board,
Texas State Board of Veterinary Medical Examiners, and the
Board of Vocational Nurse Examiners be confirmed.
Senator Shapiro seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
At 4:35 pm, Senator Nixon moved to sever nominees Dr. Nelda P.
Wray and Dr. Ronald T. Luke from the Texas Health Care
Information Council.
At 4:35 pm, Senator Nixon moved to consider and report to the
Senate with the recommendation that the remaining nominees to
the Texas Health Care Information Council be confirmed.
Senator Gallegos seconded the motion.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 0 absent.
There being no further business, at 4:36 pm Senator Madla
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
