         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a meeting of the Senate Committee on Natural Resources 
         was held on Tuesday, January 21, 1997 in the Capitol 
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:00 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The Chair offered opening remarks and introduced the members 
         of the committee staff.
         
         The Chair laid out the committee rules and opened the floor 
         for discussion.
         
         Senator Wentworth moved that a few non-substantive changes be 
         made to the rules.
         The motion carried.
         
         Senator Wentworth moved for adoption of the rules.  The motion 
         carried.
         
         The Chair recognized Craig Pedersen of The Texas Water 
         Development Board who discussed the proposed state water plan.
         
         
         There being no further business, at 3:15 pm Senator Barrientos 
         moved that the Committee stand recessed subject to the call of 
         the Chair.
