         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Natural 
         Resources was held on Thursday, March 6, 1997 in Capitol 
         Extension E1.004, at Austin, Texas.

         The Chair called the meeting to order at 3:30 pm.  There being 
         a quorum present, the following business was transacted.  
         
         Lieutenant Governor Bullock gave an opening address to the 
         committee.
         
         At 3:40 pm Senator Truan assumed the chair.  
         
         The Chair laid out SB 1 and recognized the author, Senator 
         Brown, to explain the bill.  
         
         Senator Brown Sent up a committee substitute and explained the 
         differences.
         
         Witnesses testifying and registering on the bill are shown on 
         the attached list.  
         
         At 4:15 pm Senator Barrientos assumed the chair.
         
         
         Senator Brown moved that SB 1 be left pending; without 
         objection, it was so ordered.
         At 8:03 pm Senator Brown resumed the chair.  
 
         





         
         There being no further business, at 8:05 pm Senator Barrientos 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
