         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Natural 
         Resources was held on Tuesday, March 18, 1997 in the Capitol 
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:10 pm.  There being 
         a quorum present, the following business was transacted.  
         
         At 2:16 pm Senator Barrientos assumed the chair.  
         
         The Chair laid out SB 1 and recognized the author, Senator 
         Brown, to explain the bill.  
         
         Senator Brown sent up Committee Amendment 4 and moved 
         adoption; without objection, the amendment was adopted.  
         
         Senator Brown sent up Committee Amendment 5 and moved 
         adoption; without objection, the amendment was adopted.
         
         Senator Truan sent up Committee Amendment 10 and moved 
         adoption.  The motion failed by a vote of 4 ayes, 6 nays, 0 
         present not voting, and 1 absent.  
         
         Senator Truan sent up Committee Amendment 11 and moved 
         adoption.  The motion failed by a vote of 4 ayes, 7 nays, 0 
         present not voting, and 0 absent.  
         Senator Haywood sent up Committee Amendment 15 and moved 
 
         





         adoption; the motion failed to receive a majority vote.
         
         Senator Lucio sent up Committee Amendment 16.  After 
         discussion, Senator Lucio withdrew the amendment.
         
         Senator Brown sent up Committee Amendment 18 and moved its 
         adoption; without objection, the amendment was adopted.
         
         Senator Brown sent up Committee Amendment 19, recommended a 
         change and moved its adoption; without objection, the 
         amendment was adopted as amended.
         
         Senator Brown sent up Committee Amendment 23.  Senator Ogden 
         recommended a change.  After discussion, Senator Brown 
         withdrew the amendment.
         
         Senator Brown sent up Committee Amendment 28 and moved its 
         adoption; without objection, the amendment was adopted.
         
         Senator Wentworth sent up Committee Amendment 31, recommended 
         a change and moved its adoption;  without objection, the 
         amendment was adopted as amended.
         
         Senator Truan sent up Committee Amendment 33 and moved its 
         adoption;  the motion failed to receive a majority vote.
         
         Senator Truan sent up Committee Amendment 36 and moved its 
         adoption; without objection, the amendment was adopted.
         
         Senator Brown sent up Committee Amendment 37 and moved its 
         adoption; without objection, the amendment was adopted.
         
         Senator Truan sent up Committee Amendment 38 and moved its 
         adoption; without objection, the amendment was adopted.
         
         At 5:30 pm Senator Truan assumed the chair.  
         
         Senator Barrientos sent up Committee Amendment 41.
         
         The Chair called for a short recess at 5:32 pm.
         
         The Chair called the meeting back to order at 6:10 pm.
         
         Senator Fraser sent up an amendment to Committee Amendment 41.  
         After discussion, Senator Barrientos withdrew the amendment.
         
         At 6:21 pm Senator Barrientos resumed the chair.  
         
         Senator Wentworth sent up Committee Amendment 46.  After 
         discussion Senator Wentworth withdrew the amendment.
         
         Senator Wentworth sent up Committee Amendment 47 and moved its 
         adoption; without objection, the amendment was adopted.
         
         Senator Wentworth sent up Committee Amendment 50 and moved its 
 
         





         adoption; the motion failed  to receive a majority vote.
         
         Senator Brown sent up Committee Amendment 52, recommended a 
         change, and moved its adoption; without objection, the 
         amendment was adopted as amended.
         
         Senator Brown sent up Committee Amendment 53 and moved its 
         adoption; without objection, the amendment was adopted.
         
         At 7:08 pm Senator Brown resumed the chair.  
         
         There being no further business, at 7:11 pm Senator Barrientos 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
