Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Natural
Resources was held on Saturday, May 17, 1997 in the Capitol
Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 8:05 am. There being
a quorum present, the following business was transacted.
The Chair laid out HB 3574 and recognized Senator Haywood, in
the absence of the Senate sponsor, Senator Galloway, to
explain the bill.
The bill was left pending.
The Chair laid out HB 3592 and recognized Senator Haywood, in
the absence of the Senate sponsor, Senator Shapiro, to explain
the bill.
Senator Haywood moved that HB 3592 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a final vote of 10 ayes, 0
nays, 0 present not voting, and 1 absent.
Senator Haywood moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
Senator Haywood moved that HB 3574 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a final vote of 10 ayes, 0
nays, 0 present not voting, and 1 absent.
Senator Haywood moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 8:12 am Senator Truan assumed the chair.
The Chair laid out HB 3607 and recognized the Senate sponsor,
Senator Brown, to explain the bill.
Senator Brown moved that HB 3607 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 10 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Brown moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out HB 1960 and recognized the Senate sponsor,
Senator Brown, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Brown moved that HB 1960 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a final vote of 10 ayes, 0
nays, 0 present not voting, and 1 absent.
Senator Brown moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out HB 2705 and recognized the Senate sponsor,
Senator Brown, to explain the bill.

Senator Brown sent up a Committee Substitute and moved its
adoption; without objection, the substitute was adopted.

favorably to the full Senate with the recommendation that it

of 10 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Brown moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
At 8:32 am Senator Brown resumed the chair.
The Chair laid out CSHB 2258 and recognized the author,
Senator Lindsay.
Senator Lindsay moved to reconsider the vote by which the
substitute was adopted; without objection, it was so ordered.
Senator Lindsay sent up a new Committee Substitute.
Senator Brown sent up Committee Amendment 1. After
discussion, the amendment was withdrawn.
Senator Lindsay moved adoption of the new Committee
Substitute; without objection, it was so ordered.
Senator Lindsay moved that CSHB 2258 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a final vote of 10 ayes, 0
nays, 0 present not voting, and 1 absent.
There being no further business, at 8:53 am Senator Truan
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
