MINUTES SENATE COMMITTEE ON HEALTH & HUMAN SERVICES Thursday, April 17, 1997 12:20 p.m. Senate Chamber ***** Pursuant to a motion made by Senator Zaffirini to suspend the Senate posting rule in accordance with Senate Rule 11.11, and a motion made by Senator Moncrief to recommit CSSB 84 by Moncrief to the Senate Committee on Health and Human Services in accordance with Senate Rule 6.01, a public hearing of the Senate Committee on Health and Human Services was held on Thursday, April 17, 1997, at Senator Zaffirini's desk in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Judith Zaffirini, Chair Senator Royce West Senator Jane Nelson, Vice Chair Senator John Carona Senator Mario Gallegos, Jr. Senator Michael Galloway Senator Chris Harris Senator Frank Madla Senator Mike Moncrief Senator Drew Nixon Senator Jerry Patterson ***** The chair called the meeting to order at 12:20 p.m. There being a quorum present, the following business was transacted. Senator Nelson moved to reconsider the vote by which the the committee substitute for SB 84 was reported favorably on Wednesday, April 9. There being no objection, the motion prevailed by unanimous consent. Senator Moncrief moved to reconsider the adoption of the committee substitute for SB 84. There being no objection, the motion prevailed by unanimous consent. The chair laid out anew the committee substitute for SB 84, as amended, relating to the abolition of the Texas Board of Nursing Facility Administrators and the transfer of the regulation of nursing facility administrators to the Texas Department of Human Services; providing penalties, and recognized the author. Senator Moncrief moved that the amendments adopted be rolled into a new committee substitute for SB 84 and that the committee substitute be adopted. There being no objection, the motion prevailed by unanimous consent. Senator Moncrief moved that SB 84 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. The motion prevailed by a vote of 8 "ayes," 2 "nays" and 1 "absent."
