Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee of the Whole
on Legislative & Congressional Redistricting was held on
Tuesday, April 22, 1997 in the Senate Chamber at Austin,
Texas.

The Chair called the meeting to order at 11:45 am. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
The Chair made brief opening remarks.
The Chair laid out the minutes from the March 18, 1997 meeting
and asked for any proposed revisions. There being none,
Senator Brown moved that the minutes be approved. The motion
prevailed without objection.
Senator Brown assumed the Chair.
S.B. 715 by Barrientos
The Chair laid out S.B. 715 and recognized Senator Barrientos
to explain the bill. Senator Barrientos sent up Committee
Amendment No. 1 to S.B. 715, and explained the amendment.
The Chair recognized Senator Fraser to question Senator
Barrientos.
Senator Barrientos moved adoption of Committee Amendment No.
1. The motion prevailed without objection.
Senator Barrientos moved that S.B. 715, as amended, be
reported favorably to the Senate with the recommendation that
it do pass. The motion prevailed by a roll call vote of 30
ayes, 0 nays, 0 present not voting, and 2 absent.
H.B. 6 by D. Jones/Barrientos
The Chair laid out H.B. 6 and recognized the Senate sponsor,
Senator Barrientos, to explain the bill.
No witnesses appeared to testify in favor of, against, or on
the bill.
Senator Barrientos moved that the Committee report H.B. 6,
without amendment, favorably to the Senate with the
recommendation that it do pass. The motion prevailed by a
roll call vote of 30 ayes, 0 nays, 0 present not voting, and 2
absent.
S.B. 714 by Barrientos
The Chair laid out S.B. 714 and recognized Senator Barrientos
to explain the bill.
Senator Barrientos sent up a Committee Substitute for S.B.
714, and explained the substitute. Senator Barrientos moved
adoption of C.S.S.B. 714. The motion prevailed by a voice
vote. Senator Gallegos requested to be shown in opposition to
the motion.
The Chair recognized Senator Sibley to question Senator
Barrientos. Senator Sibley asked for additional testimony
from Mr. Rick Gray, attorney at law.
The Chair recognized Rick Gray, representing himself, to
answer questions on C.S.S.B. 714.
Senators Sibley, Gallegos, Bivins, and Barrientos questioned
Mr. Gray.
The Chair recognized Senators Gallegos and Sibley to speak on
the bill.
The Chair recognized Senator West to question Senator
Barrientos.
Senator Barrientos moved that S.B. 714 do not pass but that
C.S.S.B. 714 be reported favorably to the Senate with the
recommendation that it do pass. The motion prevailed by a
roll call vote of 26 ayes, 5 nays, 0 present not voting, and 1
absent.
There being no further business to come before the Committee,
Senator Truan moved that the Committee of the Whole Rise and
Report Progress. The motion prevailed and the Committee
recessed at 12:34 p.m.
