Governor's Committee Room Public Hearing ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on International Relations, Trade & Technology was held on Monday, April 14, 1997 in the Lt. Governor's Committee Room of the State Capitol, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Carlos F. Truan, Chairman None Senator John Carona, Vice-Chairman Senator Kenneth Armbrister Senator Teel Bivins Senator Jon Lindsay Senator Steve Ogden Senator Bill Ratliff Senator Eliot Shapleigh Senator David Sibley ***** Chairman Truan called the public meeting to order at 2:41 p.m. There being a quorum present, the following business was transacted. Chairman Truan laid out the proposed Committee Substitute for SB 370, which was left pending from the previous hearing held on April 8, 1997. Committee Amendment number five was withdrawn. At 2:48 p.m. Senator Carona assumed the chair and recognized Senator Truan to explain Committee Amendment number six. A discussion followed. Without objection, Committee Amendment number six was adopted. At 2:52 p.m. Senator Truan resumed the chair and recognized Senator Armbrister to explain Committee Amendment number seven. A discussion followed. Without objection, Committee Amendment number seven was adopted. Chairman Truan recognized Senator Sibley to explain Committee Amendment number eight. A discussion followed. Without objection, Committee Amendment number eight was adopted. Witnesses testifying and registering on the bill are shown on the attached list. Chairman Truan recognized Senator Sibley to explain Committee Amendment number nine. A discussion followed. Without objection, Committee Amendment number nine was adopted. Chairman Truan recognized Senator Ogden to explain Committee Amendment number ten. A discussion followed. There was objection to adoption of Committee Amendment number ten, so the Chair ordered a roll call vote. By a vote of 7-1, Committee Amendment number ten was adopted. Chairman Truan recognized Senator Ogden to explain Committee Amendment number eleven. A discussion followed. Without objection, Committee Amendment number eleven was adopted. Chairman Truan recognized Senator Ogden to explain Committee Amendment number twelve. A discussion followed. Without objection, Committee Amendment number twelve was adopted. Chairman Truan recognized Senator Ogden to explain Committee Amendment number thirteen. A discussion followed. Without objection, Committee Amendment number thirteen was adopted. The Chair next took up the proposed Committee Substitute for SB 369, which had been left pending from the previous hearing, and recognized Senator Ogden to explain Committee Amendment number three. A discussion followed. Without objection, Committee Amendment number three was adopted. The Chair then recognized Senator Sibley to explain Committee Amendment number two. A discussion followed. Without objection, Committee Amendment number two was adopted. The Chair announced that proposed Committee Amendment number one would not be taken up by the Committee. Senator Sibley moved unanimous consent to roll all amendments adopted into a Committee Substitute for SB 369. Without objection, it was so ordered. Senator Sibley moved to adopt the Committee Substitute for SB 369 as amended; without objection, it was so ordered. Senator Sibley moved that CSSB 369 as amended be reported favorably to the full Senate with the recommendation that it do pass and be printed. Senator Carona requested unanimous consent to be shown voting aye on CSSB 369 as amended; without objection it was so ordered. The motion to report CSSB 369 as amended favorably to the full Senate carried with a vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Armbrister moved unanimous consent to roll all amendments adopted into the Committee Substitute for SB 370; without objection, it was so ordered. Senator Armbrister moved to adopt the Committee Substitute for SB 370 as amended; without objection, it was so ordered. Senator Armbrister moved that CSSB 370 as amended be reported favorably to the full Senate with the recommendation that it do pass and be printed. Senator Carona requested unanimous consent to be shown voting aye on CSSB 370 as amended; without objection it was so ordered. The motion to report CSSB 370 as amended favorably to the full Senate carried with a vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. There being no further business, at 4:03 p.m. Senator Armbrister moved that the Committee stand recessed subject to the call of the Chair.
