Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
International Relations, Trade & Technology was held on
Wednesday, May 7, 1997 in Lt. Governor's Committee Room, at
Austin, Texas.

Chairman Truan called the public meeting to order at 1:04 p.m.
There being a quorum present, the following business was
transacted.
The Chair laid out HB 1556 and recognized the Senate sponsor,
Senator Armbrister, to explain the bill. A discussion
followed. Senator Armbrister moved that HB 1556 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. By unanimous consent of the
Committee, the vote was left open for the duration of the
hearing. When the vote was closed at the end of the hearing,
the motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 3 absent.
Chairman Truan laid out HB 1761 and recognized the Senate
sponsor, Senator Shapleigh, to explain the bill. A discussion
followed. State Representatives Norma Chavez, Paul Moreno and
Dora Olivo were recognized by Chairman Truan to testify on the
bill. Other witnesses registering and testifying on the bill
are shown on the attached list. The Chair recognized Senator
Ogden to discuss proposed Committee Amendment No. 1 to HB
1761; without objection, it was adopted. Senator Shapleigh
moved that HB 1761 as amended be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 7 ayes, 0 nays, 0
present not voting, and 2 absent.
Chairman Truan laid out HB 1805 and recognized the Senate
sponsor, Senator Armbrister, to explain the bill. A
discussion followed. Witnesses registering on the bill are
shown on the attached list. Senator Armbrister moved that HB
1805 be reported favorably to the full Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 6 ayes, 0 nays, 0 present not voting,
and 3 absent. Senator Armbrister requested that the bill be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
Senator Armbrister requested that HB 1556 also be recommended
for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 1:54 p.m. Vice-Chairman Carona assumed the Chair and laid
out HB 1487, recognizing the Senate sponsor, Senator Truan,
to explain the bill. The Chair recognized Senator Truan to
discuss Committee Amendment No. 1 to HB 1487; without
objection, it was adopted. A discussion followed. Witnesses
registering on the bill are shown on the attached list.
Senator Truan moved that HB 1487 as amended be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 6
ayes, 0 nays, 0 present not voting, and 3 absent.
The Chair laid out HB 1880 and recognized the Senate sponsor,
Senator Truan, to explain the bill. A discussion followed.
The Chair recognized Senator Truan to explain the Committee
Substitute for HB 1880; there being no objection, it was
adopted. Witnesses registering on the bill are shown on the
attached list. Senator Truan moved that HB 1880 be reported
favorably to the full Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 6
ayes, 0 nays, 0 present not voting, and 3 absent.
Senator Truan resumed the Chair and recognized Senator Ogden
for a motion to approve the minutes from the previous
Committee hearing; without objection, it was so ordered.
There being no further business, at 2:10 p.m. Senator Carona
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
