         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on Senate 
         Special Committee on Veteran Affairs & Military Installations 
         was held on Wednesday, February 19, 1997 in the Capitol 
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:00 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  
         none.
         
         After introductory remarks, the Chair introduced the committee 
         rules, which were adopted without objection on a motion by 
         Senator  Brown.
         
         The Chair laid out SB 463 and recognized the author, Senator 
         Brown, to explain the bill.  
         
         Witnesses testifying and registering on the bill are shown on 
         the attached list.  
         
         Senator Fraser moved that SB 463 be reported favorably to the 
         full Senate with the recommendation that it do pass and be 
         printed.   The motion carried with a vote of 4 ayes, 0 nays, 0 
         present not voting, and 1 absent.  The Chair received 
         unanimous consent of the committee to show Senator Luna as 
         voting in favor of SB 463.
         
         There being no further business, at 2:25 am Senator Brown 
         moved that the Committee stand recessed subject to the call of 
 
         





         the Chair.  Without objection, it was so ordered.
