Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Annexation
(Interim) was held on Wednesday, August 26, 1998 in the
Capitol Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 1:35 pm. There being
a quorum present, the following business was transacted.
The Chair laid out and explained Recommendation #1.
Senator Barrientos requested unanimous consent to incorporate
an amendment into the committee Recommendation #1; without
objection, it was so ordered.
Senator Madla then moved that Recommendation #1, as amended,
be reported back to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out and explained Recommendation #2.
Senator Barrientos requested unanimous consent to incorporate
an amendment into the committee Recommendation #2; The motion
carried with a vote of 4 ayes, 1 nay, 0 present not voting,
and 0 absent.
Senator Gallegos, Jr. requested unanimous consent to
incorporate an amendment into the committee Recommendation
#2(d); without objection, it was so ordered.
Senator Madla moved that Recommendation #2, as amended, be
reported back to the Senate. The motion carried with a vote
of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out and explained Recommendation #3.
Senator Barrientos requested unanimous consent to incorporate
an amendment into the Recommendation #3; without objection,
it was so ordered.
Senator Madla moved that Recommendation #3, as amended, be
reported back to the Senate. The motion carried with a vote
of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

an amendment into the committee Recommendation #4(c); without
objection, it was so ordered.
Senator Madla then moved that Recommendation #4, as amended,
be reported back to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out and explained Recommendation #5.
Senator Barrientos requested unanimous consent to incorporate
amendments into the committee Recommendation #5 d (i)(ii) and
(h); without objection, it was so ordered.
Senator Madla then moved that Recommendation #5, as amended,
be reported back to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out and explained Recommendation #6.
Senator Barrientos requested unanimous consent to incorporate
an amendment into the committee Recommendation #6 (j);
without objection, it was so ordered.
Senator Madla then moved that Recommendation #6, as amended,
be reported back to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out and explained Recommendation #7.
Senator Madla moved that Recommendation #7 be reported
favorably to the Senate. The motion carried with a vote of 5
ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Galloway requested unanimous consent to incorporate an
amendment into the committee Recommendation #8; without
objection, it was so ordered.
Senator Barrientos requested unanimous consent to incorporate
an amendment into the committee Recommendation #8; without
objection, it was so ordered.
Senator Madla then moved that Recommendation #8, as amended,
be reported back to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out the Annexation Committee Report, as
amended.
Senator Galloway moved that the Annexation Committee Report be
reported favorably to the Senate. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
There being no further business, at 2:35 pm Senator Madla
moved that the Committee be adjourned. Without objection, it
was so ordered.
