MINUTES SENATE COMMITTEE ON HOME HEALTH & ASSISTED LIVING FACILITIES(INT) Tuesday, May 12, 1998 9:30 A. M. Tyler Junior College Rogers Student Center 1400 East 5th Street Tyler, Texas ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Home Health & Assisted Living Facilities(Int) was held on Tuesday, May 12, 1998 at Tyler Junior College in Tyler, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Mike Moncrief Senator Gonzalo Barrientos Senator Jane Nelson Senator Mario Gallegos, Jr. Senator Drew Nixon ***** The Chair called the meeting to order at 9:31 a.m. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: none. The Chair introduced and welcomed Texas House Representative Bob Glaze from District 5, Gilmer, Texas. The Chair made opening remarks, welcomed invited speakers, state agency staff and the public. The Chair announced that this was the last hearing for public testimony before the Committee adopts it's recommendations to give to the 76th legislature. There being a quorum present, Senator Jane Nelson moved that the reading of the minutes from the last two hearings, February 17-18, 1998 in Houston and April 22, 1998 in Harlingen, be dispensed with and approved by unanimous consent. There being no objection, the minutes were approved. The Chair then called Michael Crowe, Committee Director, to brief the Committee about home health rates, one of the Committee's charges, and to respond to questions from the Committee Members. The Chair thanked and dismissed the witness. The Chair then called a panel to testify about rate setting for the community based alternatives program and primary home care program. The panel members were: Jacqueline Johnson, Assistant Deputy Commissioner of Long-Term Care Services, Texas Department of Human Services Stephen Lorenzen, Rate Analysis, Texas Department of Human Services Coyle Kelly, Economic Consultant for the Texas Association for Home Care Rebekah Grantham, East Texas Operations Manager, Assisted Living Concepts, Inc. The panel testified and responded to questions from Members of the Committee. The Chair thanked and dismissed the panel. The Chair recessed at 11:30 a.m. for 17 minutes. The Chair reconvened the hearing and called for public testimony.
