         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on  
         State Affairs was held on Wednesday, November 5, 1997 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 10:15 am.  The  
         following business was transacted.   
          
         Chairman Armbrister asked staff to give an overview of the  
         interim charges. 
          
         There being no further business, at 10:35 am Senator  
         Armbrister moved that the Committee stand recessed subject to  
         the call of the Chair.  Without objection, it was so ordered.
