         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on  
         State Affairs was held on Wednesday, April 22, 1998 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT:

         Senator Drew Nixon                      Senator Robert Duncan

         The Chair called the meeting to order at 10:30 am.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  None 
          
         Senators Cain and Duncan were attending a Senate Jurisprudence  
         Interim Committee on Statutory Settlement meeting in Euless. 
          
         Senator Jerry Patterson attended the meeting. 
          
         The Chair explained Charge 4 and the attached list of   
         witnesses testified. 
          
         Comments and questions by the members followed. 
          
         The Chair explained Charge 1 and the attached list of  
         witnesses testified. 
          
         At 12:05 pm Senator Nixon assumed the chair.

         There being no further business, at 6:35 pm Senator Armbrister  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
