         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Interim Committee on  
         Transportation was held on Wednesday, November 5, 1997 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:05 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair recognized Brian Jammer, General Counsel of the  
         Senate State Affairs Committee to explain the committee's  
         proposed rules.   
          
         Senator Ratliff moved adoption of the committee rules, without  
         objection, the motion prevailed. 
          
         The Chair recognized Damon Withrow to explain committee  
         charges #1 & #2. Questions and comments from the committee  
         members followed.  
          
         Witnesses testifying on the committee charges are shown on the  
         attached list.   
          
         The Chair recognized Brian Jammer  to explain committee charge  
         #3.  Questions and comments from the committee members  
         followed.  
          
         The Chair recognized Damon Withrow to explain committee charge  
         #4.  Questions and comments from the committee members  
         followed.  
  
         There being no further business, at 3:30 pm Senator Ratliff  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
