      Amend CSHB 1 as follows:
      On page II-69, Rider 28, strike the last sentence and replace
it with, "The Department is to take all steps necessary to
redistribute allocations to other authorities in an equitable
manner. The Department will modify distribution as necessary to
insure 90% equitability by 2001.
