Amend the Madden amendment to CSHB 1 to read as follows:
      On page II-69, add the following language at the end of Rider
28:
      "The Department will present a plan to the Legislature by
2001 which shows how it will change it's method of distribution to
an equitable method.  The plan will describe the desired level of
equitability and have an implementation date of January 2003."
