      Amend CSHB 1 in Article I by adding the following
appropriately numbered rider (on page I-65) after the
appropriations to the Library & Archives Commission:
      ____.  Out of the general revenue funds appropriated to the
Library and Archives Commission, $993,600 in FY 2000 and $993,600
in FY 2001 shall be expended for the TexShare Library Consortium.
The library director shall consult with the TexShare Advisory
Committee in establishing an operating budget for purchasing
library services for the consortium and for the operation of the
consortium.  Also, the Library & Archives Commission shall continue
to use funds that have historically been appropriated to serve
public libraries for that purpose.  As opportunities arise, and
with the consent of the TexShare Advisory Committee and public
librarians, the library director may jointly purchase library
resources on behalf of the academic libraries and the public
libraries.  The TexShare appropriation, enumerated in this rider,
shall bear its pro-rata share of the expense.  In 2000, the Library
& Archives Commission shall submit its Legislative Appropriations
Request to the Legislative Budget Office and the Governor's Budget
Office with a separate strategy for the TexShare Library
Consortium.
