Amend the Howard Amendment (page 31) to CSHB 1 to read as
follows:
      Amend CSHB 1 as follows:
      (1)  In Article III, under the appropriations to the Texas
Education Agency, decrease the amount appropriated for Strategy
D.1.1. (Central Administration) (page III-7) by $3,897,063 in
fiscal year 2000 and by $3,966,349 in fiscal year 2001.
      (2)  In Article III, under the appropriation to the Texas
Education Agency, decrease the number of Full-Time Equivalent
positions (FTE) (page III-7) by 83 in each fiscal year of the
biennium.
      (3)  In Article III, under the appropriations to the Texas
Education Agency, on page III-17 amend Rider 59 (Texas Reading
Initiative) by adding $3,897,063in fiscal year 2000 and $3,966,349
in fiscal year 2001.
