Amend Floor Amendment No. 22 to CSHB 1 by striking the text
and substituting the following:
      Amend CSHB 1 by adding, under the Article XI appropriations
to the Higher Education Coordinating Board (page XI-29), the
following appropriately numbered rider:
      ___.  BIOTECHNOLOGY AND BIOGENETICS RESEARCH INITIATIVE.
Contingent on the enactment and becoming law of HB 2803, Acts of
the 76th Legislature, Regular Session, 1999, or SB 1342, Acts of
the 76th Legislature, Regular Session, 1999, and on a finding by
the comptroller that the temporary exemptions from the severance
tax for oil and gas enacted by SB 290, Acts of the 76th
Legislature, Regular Session, 1999, result in a smaller loss of
revenue than was estimated at the time SB 290 was enacted, the sum
of $20 million is appropriated from the general revenue fund to the
Texas Higher Education Coordinating Board for the state fiscal
biennium for the purpose of funding the biotechnology and
biogenetics research initiative.
