      Amend CSHB 1 on page 37 of the bill in Article VI, by adding
the following rider to the appropriation for the Railroad
Commission.
Contingency Appropriation for HB 3444.  Contingent upon the
enactment of HB 3444, or similar legislation relating to the
deposit to the credit of the Oil Field Clean Up Account of certain
fees and penalties collected by the Railroad Commission, by the
Seventy-sixth Legislature, Regular Session, the Railroad Commission
is hereby appropriated $700,000 each fiscal year of the biennium
out of the general Revenue Dedicated Oil Field Clean Up Account for
the purpose of implementing that Act.
      The Railroad Commission is hereby authorized to transfer the
appropriation made pursuant to this provision to the appropriate
strategy items listed above.
      The following incremental changes to key measure targets
reflect funding levels contingent upon enactment of HB 3444, or
similar legislation, by the Seventy-sixth Legislature, Regular
Session:
