      Amend CSHB 1 as follows:
      (1)  In Article III, under the appropriations to Texas
Southern University, add the following appropriately numbered rider
on page III-106:
      ___.  ADDITIONAL EXCELLENCE FUNDS.  In addition to the other
amounts appropriated by this Act to Texas Southern University,
there is hereby appropriated from the general revenue fund to the
university for the purposes provided by the strategies listed under
Goals A and C an amount equal to $12.5 million for each year of the
fiscal biennium ending September 1, 2001.
      (2)  Reduce the total amount appropriated to the following
offices and agencies from the general revenue fund for each year of
the fiscal biennium ending September 1, 2001, by $12.5 million,
with the reduction for each fiscal year allocated proportionately
to each appropriation from the general revenue fund, excluding
amounts appropriated to qualify for or obtain federal or other
funds and excluding appropriations of dedicated general revenue, to
any of those offices or agencies:
            (A)  the Comptroller of Public Accounts;
            (B)  the General Services Commission;
            (C)  the State Preservation Board;
            (D)  the Texas Department of Health;
            (E)  the Texas Alcoholic Beverage Commission;
            (F)  the Texas Department of Criminal Justice;
            (G)  the Department of Agriculture;
            (H)  the Railroad Commission of Texas;
            (I)  the Texas Department of Economic Development; and
            (J)  the Texas Workforce Commission.
