      Amend CSHB 1 as follows:
      (1)  In Article VII, under the appropriations to the Texas
Workforce Commission, add the following appropriately numbered
rider on page VII-42:
      ___.  Contingent Appropriation for HB 1689: College Loan
Assistance for Early Childhood Child Care Workers.  Contingent on
the enactment of HB 1689, or similar legislation establishing a
college loan repayment assistance program for early childhood child
care workers, by the 76th Legislature, Regular Session, 1999, the
sum of $747,650 in Temporary Assistance for Needy Families (TANF)
funds is appropriated to the Texas Workforce Commission for the
2000-2001 biennium to be transferred to the Child Care and
Development Fund. The funds shall then be transferred to the Office
of the Comptroller's Child-Care Worker Student Loan Assistance
Trust Fund for a loan assistance program to be administered by the
Texas Higher Education Coordinating Board for the purposes of
improving the quality of available child care.
      (2)  In Article XI, on page XI-81, strike the Contingent
Appropriation for HB 1689.
