Amend the Shields amendment to CSHB 1 (on page 20 of the
packet) to read as follows:
      Amend CSHB 1 as follows:
      1. On page II-41 of CSHB 1, add the following new rider:
      ___.  General Revenue Match for Abstinence Education.  Out of
funds appropriated above, the Department of Health shall transfer
$3.7 million per fiscal year in General Revenue to Strategy D.1.5.,
Abstinence Education out of available General Revenue Funds,
including Earned Federal Funds, in strategies in Goal F, Indirect
Administration.  The Department of Health shall report to the
Legislative Budget Board and the Governor by July 1 preceding each
fiscal year on the source and type of funds to be transferred.
