      Amend CSHB 1 on page XI-10 of the bill in Article XI by
adding the following rider:
      Contingency Appropriation for HB 3638. Contingent upon the
enactment of HB 3638, or similar legislation relating to judicial
review of decisions about public assistance benefits, by the 76th
legislature, Regular Session, the Department of Human Services is
hereby appropriated $      for fiscal year 2000 and $      for
fiscal year 2001 out of General Revenue Funds, and $     for fiscal
year 2000 and $      for fiscal year 2001 out of Federal Funds, and
the Department of Health is hereby appropriated $      for fiscal
year 2000 and $      for fiscal year 2001 out of General Revenue
Funds, and $      for fiscal year 2000 and $      for fiscal year
2001 out of Federal Funds for the purpose of implementing that Act.
The Department of Human Services is hereby authorized to transfer
the appropriation made pursuant to this provision to the
appropriate strategy items listed above. The Department of Health
is hereby authorized to transfer the appropriation made pursuant to
this provision to the appropriate strategy items listed above. Also
contingent on the enactment of HB 3638, or similar legislation, the
"Number of Full-time Equivalent Positions (FTE)" figure indicated
above in the bill patterns for the Department of Human Services is
hereby increased by       for fiscal year 2000 and by       for
fiscal year 2001.
