      Amend CSHB 1 as follows:
      In Article XI, under the appropriations to the Department of
Health, add the following appropriately numbered rider on page
XI-14:
      ____. PROHIBITION ON ABORTIONS.  It is the intent of the
state that no state funds appropriated under Strategy D.1.6 may be
used to pay the direct or indirect costs of abortion procedures
provided by contractors of the Department. The Department shall
include in its audit a review of the use of state funds to ensure
compliance with this section.
