      Amend CSHB 1 in Article XI by adding the following
appropriately numbered rider (on page XI-16) after the
appropriations to the Department of Human Services:
      The Department of Human Services is hereby appropriated
$5 million in TANF federal funds for fiscal year 2000 and
$5 million in TANF federal funds for fiscal year 2001 in strategy
B.1.1.4 Supplemental Child Support Payments, to work in
coordination with the Office of the Attorney General to create
incentives to improve paternity establishments and child support
cooperation. These incentives may include an increased pass-through
of collected child support or other one-time or ongoing financial
incentive payments. Current disregard policies shall apply to these
payments.
