Amend CSHB 1 as follows:
      (1)  Under the Article XI appropriations to the Water
Development Board (page XI-78), add the following appropriately
numbered rider:
      __.  CONTINGENT APPROPRIATION: LOANS FOR WATER SUPPLY OR
SEWER SERVICES.  Contingent on the enactment and becoming law of
House Bill 1260 or similar legislation of the 76th Legislature,
Regular Session, that authorizes financial assistance for water
supply or sewer service projects for disadvantaged communities and
in addition to amounts otherwise appropriated by this Act, the sum
of $15,000,000 is appropriated out of the General Revenue Fund to
the Texas Water Development Board for the fiscal biennium beginning
September 1, 1999, for the purpose of providing no-interest loans
for water supply or sewer service projects for disadvantaged
communities under Subchapter M, Chapter 17, Water Code.
      (2)  Adjust the article totals (page XI-1) accordingly.
