      Amend CSHB 1 in Article II by adding the following rider on page II-41
after the appropriations to the Texas Department of Health and renumbering the
remaining riders accordingly:
      52. Limitation on Film and Print Processing Facilities.  The
Texas Department of Health may not operate or equip more than one
film and print processing facility at its central office campus in
Austin.  The facility must be under the direction and supervision
of the director of reprographics and library services.  It is the
duty of the director to ensure that the facility and equipment are
used only for official state purposes.  The state shall not be
liable for any damage, theft, misuse or other loss of personal
property stored, used, or maintained at the facility.
