      Amend CSHB 1 by adding the following amounts and rider on
page XI-81 for the Secretary of State:

          .  Contingency Appropriation for Colonia Ombudsmen
Initiative. Of the amounts appropriated above to the Secretary of
State in C.1.1. Provide Protocol Services, for the purpose of
locating one ombudsman in each of the counties of Hidalgo, El Paso,
Cameron, Starr, Webb, and Maverick, $150,000 in fiscal year
