      Amend CSHB 1 in Article XI by adding the following
appropriately numbered rider (on page XI-81) after the
appropriations to the Texas Workforce Commission:
      The Texas Workforce Commission is hereby appropriated $7.5
million in TANF federal funds for fiscal year 2000 and $7.5 million
in TANF federal funds for fiscal year 2001 in strategy B.1.2, Adult
Recipients of Public Assistance, to implement a performance bonus
program for the Choices program which shall support and reward
Local Workforce Development Boards for placing and retaining
Choices participants in jobs providing adequate wages and hours of
work to lift the participants above the federal poverty level.  The
Texas Workforce Commission shall develop rules to implement this
program and may use alternative measures of income which take into
account area differences in economic conditions.
