      Amend CSHB 1 as follows:
      (1)  Under the Article XI appropriations to the Texas
Workforce Commission (page XI-81), add the following appropriately
numbered rider:
      _____.  The sum of $300,000 is appropriated to the Texas
Workforce Commission in El Paso County to fund an pilot program for
adult bilingual literacy education and to provide assistance for
the development of a bilingual vocational curriculum, training of
trainers, and definition of evaluation methods and performance
standards for an adult bilingual vocational programs.  The funds
shall be funded through the El Paso Workforce Development Board.
