      Amend CSHB 1 as follows:
      (1)  Under the Article XI appropriations to the Texas
Workforce Commission (page VII-38), add the following language to
the rider 24:
      The commission shall expend no less than $300,000 in El Paso
County to fund an adult bilingual literacy education project to
provide assistance for the development of a bilingual vocational
curriculum, training of trainers, and definition of evaluation
methods and performance standards for an adult bilingual vocational
program. The funds shall be funded through El Paso Workforce
Development Board.
