      Amend CSHB 1 as follows:
      (1)  On page XI-83 of the bill in Article XI add the
following rider to the appropriation for the Office of Public
Insurance Counsel:
      Contingency for HB 2418.  Contingent upon the enactment of
HB 2418, or similar legislation creating a consumer ombudsman
program for health insurance consumers, the Office of Public
Insurance Counsel is hereby appropriated out of the General Revenue
fund $550,000 in fiscal year 2000.
