Amend HB 687 as follows:
      On page 1, strike SECTION 2 and replace with the following:
      SECTION 2.  The Parks and Wildlife Department may not
implement the change in law made by this Act to Section 46.002(a),
Parks and Wildlife Code, unless the 76th Legislature expressly
appropriates to the department an amount sufficient to recover the
costs of implementing that change.
      On page 2, please add the following:
      SECTION 3.  The importance of this legislation and the
crowded condition of the calenders in both houses create an
emergency and an imperative public necessity that the
constitutional rule requiring bills to be read on three several
days in each house be suspended, and this rule is hereby suspended,
and that this Act take effect and be in force from and after its
passage, and it is so enacted.
