Amend HB 718, second reading engrossment, as follows:
      (1)  On page 1, line 21, strike "standing in parental
relation" and substitute "authorized under state law to act as the
child's parent".
      (2)  On page 2, line 25, strike "standing in parental
relation" and substitute "authorized under state law to act as the
child's parent".
      (3)  On page 6, lines 11 and 12, strike "standing in parental
relation" and substitute "authorized under state law to act as the
children's parents".
      (4)  On page 7, line 7, strike "standing in parental
relation" and substitute "authorized under state law to act as the
child's parent".
