Amend CSHB 1910 as follows:
      (1)  On page 3, between lines 18 and 19, insert new
Subdivision (10) to read as follows and appropriately renumber
subsequent subdivisions:
            (10)  "Major amendment" means an amendment to any
license for the storage, processing, assured isolation, or disposal
of low-level radioactive waste that:
                  (A)  significantly changes the design or scope of
operation of the facility; or
                  (B)  authorizes an increase in the volume or
total radioactivity of the low-level radioactive waste.
      (2)  On page 24, between lines 1 and 2, insert new Subsection
(e) to read as follows:
      (e)  Before the department or commission, within its
jurisdiction, grants, renews, or makes a major amendment to a
license for low-level radioactive waste, the department shall give
notice and shall provide an opportunity for a public hearing in the
manner provided by the agency's formal hearing procedure, Sections
401.114(b) and (c), and Chapter 2001, Government Code. Notice and
opportunity for a hearing for all other amendments to a license for
low-level radioactive waste shall be given in accordance with
Section 401.116.
