Amend CSHB 1983, by inserting subsections (c) and (d) into
SECTION 21 of the bill:
      (c)  An emergency communication district or home-rule
municipality that operates a 9-1-1 system independent of the state
system may voluntarily submit strategic planning information to the
commission for use in preparing the strategic plan for state wide
9-1-1 service. This information, if reported, should:
            (1)  include a survey of the current performance,
efficiency, and degree of implementation of emergency communication
services;
            (2)  detail the progress made toward meeting the goals
and objectives of the previous strategic plan;
            (3)  describe the strategic direction, goals, and
objectives for emergency communications services;
            (4)  indentify major issues, long-range policy
guidelines, and priorities relating to improving emergency
communications services; and
            (5)  detail the financial performance of each district
in implementing emergency communications services.
      (d)  The commission shall establish reasonable guidelines for
use by districts and home-rule cities in preparing information for
the strategic plan for statewide 9-1-1 services. These guidelines
shall include the time frames of information and instructions for
submission.
