Amend CSHB 2307, adding an appropriately numbered SECTION to
read as follows:
      "SECTION __.  This Act takes effect only if a specific
appropriation for the implementation of this Act is provided in HB
1 (General Appropriations Act), Acts of the 76th Legislature,
Regular Session, 1999.  If no specific appropriation is provided in
HB 1, the General Appropriations Act, this Act has no effect."
