Amend HB 2409 by adding the following appropriately numbered
section and by renumbering the existing sections as appropriate:
      SECTION ____. Section 501.023, Transportation Code, is
amended by adding Subsection (c) to read as follows:
      (c)  The owner or a lessee of a commercial motor vehicle
operating under the International Registration Plan or other
agreement described by Section 502.054 that is applying for a
certificate of title for purposes of registration only must be made
directly to the department.  The fee for an application under this
subsection is $13 of which the department shall deposit:
            (1)  $10 in the general revenue fund; and
            (2)  $3 to the credit of the state highway fund to
recover the expenses necessary to administer this chapter.
